Health Care Practitioner Transparency Act (Part I): Requires health care advertisements to identify the practitioner's license type and prohibits deceptive or misleading representations; restricts use of physician-related titles (e.g., "M.D.," "surgeon," "cardiologist") to those licensed to practice medicine; violations constitute unprofessional conduct subject to disciplinary action. Effective October 1, 2025.

Reagan's Law - Prosthetic/Orthotic Coverage (Part II): Mandates health benefit plans cover all prosthetic and orthotic devices required under Medicare Part B, including materials, instruction, repair, and replacement; coverage cannot be limited to one device and must include devices for physical activities like running, swimming, and biking. Effective October 1, 2025.

Prosthetic Replacement Standards: Insurers must cover device replacements without continuous use or lifetime restrictions when medically necessary; confirmation from prescribing provider required only if device is less than 3 years old; replacement covered when repair costs exceed 60% of replacement cost.

Sam's Law - School Medical Emergency Plans (Part III): Requires State Board of Education to adopt medical condition action plans for students at risk of medical emergencies and medical emergency plans for all public school units; at least one employee per school must be trained in first aid and seizure recognition. Applies beginning 2025-2026 school year.

School Medical Plan Requirements: Medical condition action plans must include standardized forms, detailed instructions for designated staff, and protocols for off-campus activities including field trips and athletics; applies to local school boards, charter schools, regional schools, and laboratory schools.
