Authorizes Rutherford County to construct, renovate, and repair buildings on Isothermal Community College campuses located within the county, bypassing standard state community college construction requirements under G.S. 115D-9 and G.S. 115D-15.1

Allows the County to finance construction through Article 8 of Chapter 159 and G.S. 160A-20, with the College Board of Trustees permitted to transfer property to the County as security until financing is satisfied

Requires completed buildings to be leased back to Isothermal Community College under terms agreed upon by both parties

Exempts the County from Part 1 of Article 36 of Chapter 143 (state building construction requirements) but maintains compliance with Article 3D (minority business participation) and Article 8 (public contracts)

Effective upon becoming law and applies only to construction projects coordinated by Rutherford County for Isothermal Community College purposes
