Extends the timeframe for Durham City Council to appoint someone to fill a vacant Mayor or Council member seat from 60 days to 120 days

Changes appointment authority from mandatory ("shall") to permissive ("may"), giving the Council discretion on whether to fill vacancies by appointment

Requires a special election if the Council does not appoint someone within the 120-day period, unless the vacancy occurs after June 1st in the year the term expires

Ward-based Council vacancies must still be filled by a resident of the same ward from which the departing member was nominated

Effective immediately upon becoming law
