Restores authority for local governments in Forsyth County and its municipalities to initiate down-zoning amendments without requiring written consent from all affected property owners

Amends G.S. 160D-601(d) to create an exception allowing government-initiated down-zoning, while still requiring property owner consent for non-government-initiated down-zoning changes

Removes the provision that classified creating nonconformities on non-residential land as a form of down-zoning

Applies retroactively to December 11, 2024, reinstating any ordinances that were affected by Section 3K.1 of S.L. 2024-57

Applies only to Forsyth County and municipalities located within it (local bill)
