Adds new eligibility requirement for former City of Winston-Salem employees to serve on the Civil Service Board: must have separated in good standing without any sustained conduct violation or disciplinary action

Specifically disqualifies former employees whose violations or disciplinary actions would make them ineligible for rehire by the city

Maintains existing requirement that former employees must be separated from city employment for at least 7 consecutive years before Board appointment

Effective upon becoming law, applying to Civil Service Board appointments on or after August 1, 2025
