Designates Jockey's Ridge in Nags Head, Dare County as an area of environmental concern, requiring permits for sand removal exceeding 10 cubic yards per year and mandating that removed sand be redeposited within the State Park

Requires the Department of Administration to hold a public hearing and consult with the Joint Legislative Commission on Governmental Operations before granting easements for spoil disposal or dumping rights from dredged navigable waters, effective August 1, 2025

Excludes artificial turf (manufactured to drain water and installed over pervious surfaces) from the definition of "built-upon area" for stormwater program purposes

Prohibits local governments from enacting stormwater definitions of "built-upon area" that are stricter than state standards, preempting local ordinances unless specifically required by federal law

Requires all local governments operating stormwater programs to update their programs to comply with the new built-upon area limitations
