Exempts personally identifiable student disciplinary records at public colleges and universities from North Carolina's Public Records Act, making them confidential even when federal FERPA law would permit disclosure

Applies to all UNC System institutions, constituent institutions, the Community Colleges System Office, and individual community colleges

Defines "personally identifiable information" broadly to include student names, family member names, addresses, social security numbers, student numbers, biometric records, dates of birth, and any information that could allow identification of a specific student

Covers records related to complaints, investigations, or resolutions of alleged violations of institutional disciplinary, conduct, or other policies

Takes effect upon becoming law and applies to records requests submitted on or after that date
