Updates terminology in Winston-Salem and Forsyth County planning and zoning enabling laws by replacing "Board of Aldermen" with "City Council" throughout the statutes

Authorizes the City Council to delegate rezoning authority, including site plan amendments, to the joint City and County Planning Board with appeals to City Council

Clarifies that "Board of Aldermen" and "City Council" have the same meaning under the act to ensure consistency with current governance structure

Applies only to the City of Winston-Salem and becomes effective upon enactment
