Restores authority for local governments in Chatham, Durham, and Wake Counties to initiate down-zoning amendments without obtaining written consent from all affected property owners

Removes the provision that created nonconformities on non-residential land as a category of down-zoning requiring property owner consent

Retains the definition of down-zoning as decreasing development density or reducing permitted uses below previous allowances

Applies retroactively to December 11, 2024, reversing changes made by Section 3K.1 of S.L. 2024-57

Affects all municipalities located within the three specified counties
