Applies North Carolina motor vehicle laws (Chapter 20) to streets, roadways, and alleys within the Park South Station Community in Charlotte, treating them as public highways for enforcement purposes

Authorizes law enforcement officers from agencies contracted by Park South Station Master Association, Inc. to enforce traffic violations within the community

Preserves the HOA's ownership and control over its private streets while enabling traffic law enforcement

Requires any speed limit changes within the community to be approved by Charlotte City Council

Applies only to the City of Charlotte and takes effect upon becoming law
