Amends Section 13.8 of the City of Wilmington Charter to expand the city's authority to sell, exchange, or transfer real property through public sale or negotiated private sale

Allows the City Council to attach covenants, conditions, or restrictions to property transfers that further adopted city policies or plans for the area

Permits the sale price to reflect reduced property value resulting from any restrictions placed on the property's use

Requires public notice at least 10 days before City Council adoption of a resolution authorizing a property conveyance, including description of the property, interest conveyed, and material terms

Property transfers may be made contingent upon necessary rezoning of the property
