Expands the localities covered by G.S. 132-1.11A, which limits public access to identifying information of minors participating in local government programs and programs funded by the North Carolina Partnership for Children, Inc.

Adds Durham County to the existing coverage of Chatham County, along with the Towns of Apex, Cary, Fuquay-Varina, Garner, Holly Springs, Knightdale, Morrisville, Rolesville, Wake Forest, Wendell, Zebulon, and the City of Raleigh.

Protected information includes name, address, age, date of birth, telephone number, parent/guardian name and address, email address, and other identifying information from program applications and records.

Names of minors who receive scholarships or other local government-funded financial awards remain public records under this statute.
