Prohibits North Carolina public school units from maintaining offices or positions named or functioning as "diversity, equity, and inclusion," and bars instruction or professional development promoting 12 defined "divisive concepts" related to race and sex

Defines "divisive concepts" to include teachings that one race or sex is inherently superior, that individuals bear responsibility for historical actions of their race/sex, that meritocracy is racist/sexist, or that the U.S. was created to oppress certain groups

Requires all public school units to certify compliance annually by September 1 to the Department of Public Instruction, with a consolidated report due to legislative committees by January 15

Prohibits the State Board of Education from approving professional development containing divisive concepts, and bars continuing education credit for educators who complete such prohibited training

Exempts First Amendment-protected speech, individual research, federally required training, and impartial instruction on historical topics including ethnic group history and historical oppression when the school clearly does not endorse divisive concepts
