Expands North Carolina's Uniform Athlete Agents Act to explicitly authorize athlete agents to negotiate name, image, and likeness (NIL) contracts on behalf of student-athletes, adding NIL agency contracts as a distinct category alongside professional-sports-services contracts

Requires NIL agency contracts to include a warning notice stating that entering into conflicting NIL contracts may result in loss of athletic eligibility, and allows student-athletes to cancel NIL agency contracts within 14 days of signing

Prohibits athlete agents who are currently or were within the prior two years employed by or in a contractual relationship with an educational institution from entering into NIL agency contracts with student-athletes enrolled at that institution

Exempts records related to student-athletes' NIL contracts from public records disclosure requirements, applying retroactively to all such records ever held by institutions of higher education

Removes the 72-hour notification requirement to athletic directors for NIL agency contracts, maintaining that requirement only for professional-sports-services agency contracts
