Requires any legislation creating new health benefit mandates to simultaneously repeal at least an equal number of existing health benefit mandates before ratification

Mandates that legislation containing health benefit mandates must include an appropriation of recurring funds to cover the cost of the mandate to the Department of State Treasurer and State Health Plan

Defines "health benefit mandate" broadly to include required coverage of services, treatments, or prescription drugs; cost-sharing requirements; prior authorization regulations; and pharmacy benefits manager requirements

Applies new health benefit mandates under Chapter 58 of the General Statutes to the State Health Plan for Teachers and State Employees starting the next plan year after the mandate's effective date (for mandates effective on or after July 1, 2025)

Takes effect 30 days after becoming law and applies to legislation considered by the General Assembly on or after that date
