Creates a new Class F felony for willfully engaging in a riot where the person attempts to overthrow the government of the United States, North Carolina, or any political subdivision

Establishes a Class F felony for willfully inciting or urging another to engage in a riot when that incitement contributes to a riot involving an attempted government overthrow

Amends existing North Carolina riot statute G.S. 14-288.2 by adding two new subsections (c3 and e2)

Effective date of December 1, 2025, applying only to offenses committed on or after that date
