Expands remote (online/phone) driver's license services to include issuance of full provisional licenses for 16-17 year olds and conversion of full provisional licenses for those 18+, in addition to existing renewal options

Allows a second consecutive remote renewal for licenses that are not REAL ID compliant or are being converted from REAL ID to non-REAL ID status

Eliminates the 12-hour driving log requirement (including 6 nighttime hours) for obtaining a full provisional license

Appropriates $20 million in nonrecurring IT Reserve funds for FY 2025-2026: $5 million to Administrative Office of the Courts for eCourts implementation and $15 million to Department of Information Technology for cybersecurity

Appropriates $4.4 million in recurring General Fund money starting FY 2025-2026: $1.4 million for up to 10 State Bureau of Investigation administrative positions and $3 million for 26 State Highway Patrol administrative positions
