Repeals Section 9H.11 of S.L. 2023-134 and redirects $6.25 million in recurring funds for FY 2025-2026 and $6.25 million for FY 2026-2027 from crisis pregnancy centers to evidence-based maternal and infant health programs administered by DHHS Division of Public Health, effective July 1, 2025

Requires the State Auditor to conduct a financial statement audit of Carolina Pregnancy Care Fellowship, a nonprofit corporation, by March 1, 2026, with results reported to the Joint Legislative Oversight Committee on Health and Human Services and the Fiscal Research Division

Establishes new reporting requirements for crisis pregnancy centers receiving state financial assistance, requiring annual reports within 60 days of fiscal year end to DHHS, the Joint Legislative Oversight Committee, and the Fiscal Research Division

Required reports must include center locations, total state and federal funds received, services provided, number of women served with demographic data, staffing credentials, and whether centers present themselves as medical facilities

Defines crisis pregnancy centers as nonprofits providing pregnancy services including counseling and testing, excluding hospitals and ambulatory surgical facilities, with reporting requirements applying to those receiving state funds on or after July 1, 2025
