Allows county registers of deeds to issue certified copies of adoptee birth certificates through the electronic birth registration system, expanding access beyond the State Registrar alone.

Authorizes adoptees, their children, adoptive parents, spouses, and siblings to request certified copies of the new birth certificate from either the State Registrar or the register of deeds in the county of birth.

Requires the State Registrar to digitize adoptee birth records within two business days when requested by a register of deeds for records not yet in the electronic system.

Mandates annual training on adoptee information privacy for registers of deeds and staff who issue adoptee birth certificates, with no fee charged to registers of deeds for issuing these certificates.

Becomes effective January 1, 2026, applying to all adoptee birth certificates in the electronic system regardless of adoption date.
