Creates a new legal definition for "transportation protection agreement" as an agreement primarily providing coordination and arrangement of professional services for preparing and transporting human remains or cremated remains

Excludes transportation protection agreements from regulation as preneed funeral contracts under the North Carolina Board of Funeral Service's existing oversight framework

Removes transportation protection agreements from the definition of "life insurance" under state insurance law, exempting them from life insurance company regulations

Authorizes the North Carolina Board of Funeral Service to adopt rules implementing these changes

Effective October 1, 2025, applying to preneed funeral contracts and transportation protection agreements entered into on or after that date
