Requires display of United States and North Carolina flags near the main entrance and in every classroom of all public schools, including charter schools, regional schools, and laboratory schools—removing prior language that made classroom display contingent on flags being "donated or otherwise available"

Mandates daily recitation of the Pledge of Allegiance and age-appropriate instruction on the meaning and historical origins of the flag and Pledge at all covered schools

Protects individual rights by prohibiting schools from compelling any person to stand, salute the flag, or recite the Pledge of Allegiance

Appropriates $1,000,000 in nonrecurring funds for FY 2025-2026 and $100,000 in recurring funds for FY 2026-2027 to the Department of Public Instruction for public school units to purchase flags

Appropriates $1,000 in recurring funds for FY 2025-2026 to the UNC Board of Governors for secondary schools under its control to purchase flags, with the act taking effect for the 2025-2026 school year
