Restores local government authority to initiate down-zoning amendments without requiring written consent from all affected property owners in 10 northeastern North Carolina counties: Bertie, Camden, Currituck, Dare, Gates, Hertford, Northampton, Pasquotank, Perquimans, and Tyrrell

Removes the provision that applied down-zoning restrictions to non-residential properties creating nonconformities (such as nonconforming uses, lots, structures, or site elements)

Retains the requirement that property owner consent is needed when down-zoning is initiated by parties other than the local government

Applies retroactively to December 11, 2024, restoring any ordinances that were affected by the previous 2024 law (S.L. 2024-57)

Amends G.S. 160D-601(d) to carve out an exception from statewide down-zoning consent requirements for these specific counties and their municipalities
