Eligible counties include those with adjusted market value of taxable real property below $50.9 billion, plus Guilford County specifically named as eligible regardless of property value

Individual salary supplements are capped at $5,000 per State-funded teacher, with local boards having discretion over how to distribute supplements among eligible staff

Funds must supplement, not supplant, non-State funds for salary supplements; districts spending less than 95% of their maintenance of effort amount lose eligibility for allocations

State Board of Education must report annually by April 15 on eligible counties, fund allocations, supplement amounts, and retention effects to the Joint Legislative Education Oversight Committee
