Prohibits insurers from using artificial intelligence-based algorithms as the sole basis to deny, delay, or modify healthcare services during utilization review

Requires all medical necessity and appropriateness determinations to be made by individuals meeting licensing and qualification requirements under existing utilization review law

Mandates insurers verify that third-party contracts, including with pharmacy benefits managers, comply with the AI prohibition for utilization reviews

Directs the State Treasurer and Executive Administrator to review the NC State Health Plan for Teachers and State Employees to ensure compliance with these requirements

Effective 30 days after becoming law
