Onslow County's governing board may delegate to its planning board the authority to conduct hearings and make final decisions on zoning map amendments

Planning board decisions require a majority vote and must include adoption of a consistency statement

Any person with standing may appeal a planning board decision to the governing board within 15 days by providing written notice to the clerk

Appeals receive de novo review by the governing board; decisions not appealed within 15 days become final

The governing board retains authority to rescind or modify any delegated powers by ordinance
