Permanent rules with an aggregate economic impact of at least $1,000,000 on all affected persons within a 12-month period require General Assembly ratification before taking effect

The Rules Review Commission must notify the Joint Legislative Administrative Procedure Oversight Committee when approving rules meeting the $1,000,000 threshold

The Joint Legislative Administrative Procedure Oversight Committee has 60 days to review qualifying rules and make recommendations to the General Assembly on whether to ratify them

Any General Assembly member may introduce a bill to approve a high-impact rule after the Committee makes a recommendation or after 60 days pass without a recommendation

The act applies to rules adopted on or after the date the legislation becomes law
