Expands public personnel records to include dates and general descriptions of reasons for promotions, demotions, transfers, suspensions, separations, and dismissals across State agencies, local boards of education, community colleges, area authorities, public health authorities, public hospitals, counties, municipalities, and water/sewer authorities

Requires a copy of the written final decision notice detailing specific acts or omissions be included in public records for all disciplinary dismissals

Protects information covered by HIPAA, ADA, or other applicable laws from disclosure; such records must be listed as "description of action prohibited by applicable law"

Delays adding general descriptions to public records until after the appeal period expires or a final administrative decision is entered

Requires all affected employers to adopt personnel policies by November 30, 2025, allowing employees to challenge the wording of general descriptions; provisions apply to personnel actions occurring on or after December 1, 2025
