Requires at least 3 credit hours of instruction in American history or American government for graduation from UNC system institutions (baccalaureate degrees) and NC community colleges (associate degrees), effective for students enrolling in 2026-2027

Mandates that qualifying courses require students to read seven foundational documents in their entirety: the U.S. Constitution, Declaration of Independence, Emancipation Proclamation, at least five Federalist Papers essays, Dr. Martin Luther King Jr.'s Letter from Birmingham Jail, the Gettysburg Address, and the NC State Constitution

Requires a cumulative final exam worth at least 20% of the course grade, focusing on the principles and provisions of the required documents

Allows exemptions for students who completed equivalent coursework elsewhere, including through AP exams, IB exams, Cambridge AICE courses, or dual enrollment

Authorizes the Board of Governors and State Board of Community Colleges to remove chancellors or presidents for non-compliance over more than one academic year, and requires annual compliance reports to the Joint Legislative Education Oversight Committee beginning November 15, 2026
