Prohibits cities from exercising extraterritorial jurisdiction (ETJ) powers beyond their corporate limits in any county that has adopted a zoning or unified development ordinance

Repeals existing provisions that allowed cities to extend ETJ into county-zoned areas through city-county agreements or when the county was not exercising both zoning and subdivision powers

Removes the requirement for county commissioner approval for cities to extend ETJ beyond one mile from corporate limits, as the broader prohibition supersedes this provision

Amends G.S. 160D-202, which governs municipal extraterritorial jurisdiction authority under North Carolina land use law

Effective immediately upon becoming law
