Establishes the Safer Sex Supplies Grant Program for fiscal years 2025-2028, providing free condoms and lubricants to students at UNC institutions, community colleges, and public high schools

Appropriates $9.6 million annually for the 2025-2027 biennium: $3.75 million to UNC, $3 million to community colleges, and $2.85 million to the Department of Public Instruction

Allocates $750,000 annually to the Division of Public Health for coordination, technical assistance, and STI prevention guidance

Prohibits requiring parental permission for students to access safer sex supplies, including high school students

Requires grant recipients to establish Student Health Advisory Committees and continue providing supplies after program expiration on June 30, 2028
