Establishes the North Carolina Department of Housing and Community Development as a new cabinet-level department with four divisions: Operations, Community Development, Housing, and Policy and Legislative Office

Creates a 10-member Board of Housing and Community Development to advise the Secretary, with 5 members appointed by the Governor, 2 by the Senate President Pro Tempore, and 2 by the House Speaker, serving 2-year terms

Assigns the department responsibility for community revitalization, broadband expansion, housing production and preservation, homeless and special needs housing, natural disaster resilience, and building official training and certification

Appropriates $30,000,000 in recurring General Fund money to the new department for fiscal year 2025-2026, effective July 1, 2025

Adds the department to the list of principal executive departments under the Executive Organization Act and authorizes the Governor to designate exempt positions within it
