Prohibits the sale or delivery of hemp-derived consumable products to anyone under 21 years of age, requiring sellers to demand proof of age when they have reasonable grounds to believe a purchaser is underage

Prohibits possession of hemp-derived consumable products by anyone under 21 years of age

Defines hemp-derived consumable products as finished goods intended for human ingestion or inhalation containing any hemp-derived cannabinoid, including products with delta-9 THC concentration of 0.3% or less on a dry weight basis

Excludes topical hemp products and FDA-recognized safe seeds or seed-derived ingredients from the restrictions

Violations are classified as a Class 2 misdemeanor, with the law taking effect October 1, 2025
