Repeals provisions from S.L. 2023-134 (Sections 27.7 and 27.9) that exempted certain legislative documents from public records requirements

Removes the explicit exclusion that stated drafting requests, information requests, and supporting documents are not "public records" under G.S. 132-1

Maintains confidentiality protections for legislative employees regarding drafting and information requests from legislators, but shifts language to focus on employee disclosure restrictions rather than absolute document exemptions

Preserves existing triggers for when documents become public: upon bill introduction, amendment offering, conference report submission, or distribution at non-closed committee meetings

Effective immediately upon becoming law
