Unspent funds previously appropriated to the North Carolina Civil War & Reconstruction History Center (from S.L. 2021-180 and S.L. 2023-234) will revert to the Office of State Budget and Management for reallocation

40% of funds go to the City of Fayetteville for community mental health programs, pedestrian safety projects, workforce development, and a transportation connectivity study

30% of funds go to the Town of Hope Mills for its Community Center

30% of funds go to Cumberland County for Gray's Creek Water and Sewer District infrastructure, youth mental health and substance abuse services, regional aquatic center preconstruction, emergency services mobile command unit, and digital dispatch equipment for fire chiefs

Department of Natural and Cultural Resources must provide accounting of prior appropriations within 30 days; fund reallocation takes effect July 1, 2025
