Restores the Judicial Standards Commission's authority to issue public reprimands directly for minor judicial misconduct, rather than requiring Supreme Court approval for all public reprimands

Creates new procedures for disciplining Supreme Court justices, assigning the Court of Appeals (rather than the Supreme Court itself) to hear censure, suspension, or removal recommendations via a seven-judge panel

Makes disciplinary hearings and Commission recommendations non-confidential once formal proceedings are instituted, and applies changes to all pending and future disciplinary actions
