Expands limited immunity from arrest, charges, and prosecution for individuals who seek or assist in seeking medical assistance for drug-related or alcohol-related overdoses by contacting 911, campus security, law enforcement, or emergency medical services

Broadens covered drug offenses to include both misdemeanor and felony violations of G.S. 90-95(a)(3) for possession of less than one gram of any controlled substance, as well as drug paraphernalia violations under G.S. 90-113.22

Extends immunity protection to the overdose victim themselves, whether they called for help or someone else called on their behalf

Protects individuals on pretrial release, probation, parole, or post-release from arrest or revocation based solely on offenses covered by the immunity provisions

Effective October 1, 2025, applying to acts or omissions occurring on or after that date
