Allows General Assembly members to vote by proxy following childbirth, adoption, stillbirth, or miscarriage by filing a voting designation with the Principal Clerk

Designates the party leader of the member's chamber to cast votes on behalf of the qualified member as directed

Requires the member using proxy voting to access real-time audio or audiovisual streaming of the session, and votes may only be cast after a majority of chamber members have already voted in person

Proxy voting authorization remains valid for up to 16 weeks from the triggering event or until the member revokes it in writing

Effective July 1, 2025
