Expands collaborative practice agreements between physicians and clinical pharmacist practitioners from narrow "drug therapy management" to broader "health care services" including drug therapy, disease management, and population health management

Allows supervising physicians to authorize clinical pharmacist practitioners to substitute drugs within the same therapeutic class or biosimilar medications based on a patient's health plan formulary

Permits institutions and group practices to implement site-specific, multi-provider collaborative practice agreements with oversight policies and appointed supervising physicians

Requires health insurers to cover healthcare services provided by pharmacists when performed within their scope of practice and when the service would have been covered if performed by another provider

Applies prescription drug and pharmacy service coverage requirements equally to insurers, third-party administrators, and pharmacy benefits managers; effective October 1, 2025
