Appropriates $1,000,000 in recurring funds from the General Fund to the Department of Health and Human Services, Division of Aging, for each year of the 2025-2027 fiscal biennium

Allocates $145,000 (FY 2025-2026) and $106,750 (FY 2026-2027) for operational expenses including equipment, supplies, and transportation

Funds nine additional full-time Regional Ombudsman positions with $855,000 (FY 2025-2026) and $893,250 (FY 2026-2027) to move North Carolina toward national standards for long-term care ombudsman programs

Directs DHHS to study and recommend statutory changes to improve the Long-Term Care Ombudsman Program and its Community Advisory Committee volunteer system, with findings reported to the Joint Legislative Oversight Committee on Health and Human Services
