Mandates all public education boards and charter schools participate in the State Public Education Property Insurance Fund and obtain "all other perils" insurance coverage, with waivers available only if sufficient alternative coverage is procured, effective July 1, 2025

Authorizes the Office of the State Fire Marshal to waive registration fees for advanced fire and rescue courses at the NC Emergency Training Center for volunteer firefighters, municipal/county/state fire departments, EMS personnel, law enforcement, military installation personnel, and high school students

Grants the State Fire and Rescue Commission authority to conduct administrative hearings and enhances the State Fire Marshal's supervision over local inspection departments, including power to suspend departments failing to provide adequate services and arrange alternate inspection services

Modernizes Code Officials Qualification Board terminology by changing "certificates" to "licenses," establishes fees for training course approvals ($100 per course), and authorizes creation of a voluntary apprenticeship program for code enforcement officials

Exempts manufactured home manufacturers and dealers from salesroom requirements and exempts Office of State Fire Marshal vehicles used for law enforcement, fire, or emergency purposes from Department of Administration motor fleet requirements
