Health care practitioners cannot refuse to accept a minor as a patient solely because the minor or their parent/guardian declines to follow the CDC's recommended vaccination timing or frequency schedule

Complete refusal of vaccinations is not protected under this bill and does not override existing public health immunization requirements under G.S. 130A-152

"Health care practitioner" is defined as licensed physicians, physician assistants, and advanced practice registered nurses authorized to administer immunizations

Violations constitute unprofessional conduct under the practitioner's occupational licensing board

The NC Medical Board, NC Board of Nursing, and Commission for Public Health must adopt implementing rules; main provisions take effect October 1, 2025
