Licensed firms must maintain at least $1,000,000 in comprehensive liability insurance and be registered as a North Carolina corporation

Exempts government employees, fire department members acting in official capacity, and firms performing only routine visual inspections of their own equipment on their own property

Establishes civil penalties of $1,000-$5,000 depending on offense number, and makes willful violations a Class 1 misdemeanor; effective October 1, 2025
