Increases the penalty for student hazing from a Class 2 misdemeanor to a Class A1 misdemeanor, effective December 1, 2025

Creates a new Class I felony for school personnel (teachers, administrators, coaches, safety officers) who engage in or aid hazing

Expands the definition of hazing to include "serious psychological injury" in addition to physical injury as part of initiation or membership prerequisites

Requires local boards of education to publish total compensation, position titles, and department information for all central office employees on their websites by August 15, 2025, and annually thereafter

Defines "central office employees" broadly to include superintendents, directors, supervisors, finance officers, and any permanent staff not assigned to a school campus, including third-party contractors
