Creates a rebuttable presumption that trade associations, organizations, societies, or other collective entities have standing to request declaratory rulings under the Administrative Procedure Act when they represent persons similarly situated to an aggrieved person

Agencies may rebut the presumption only by making specific findings that the collective entity's interests are not substantially similar to the aggrieved person with respect to the declaratory ruling sought

Amends G.S. 150B-4, which governs declaratory rulings on the validity of agency rules or the applicability of statutes, rules, or orders to specific facts

Effective July 1, 2025, applying to declaratory rulings requested on or after that date
