Prohibits licensed mental health professionals (psychiatrists, psychologists, clinical social workers, marriage and family therapists, professional counselors, and fee-based pastoral counselors) from performing conversion therapy on individuals under 18 or adults with disabilities

Defines conversion therapy as practices seeking to change sexual orientation or gender identity, including efforts to change behaviors/gender expressions or eliminate same-gender attractions; excludes counseling that supports gender transition or provides acceptance without seeking to change orientation/identity

Classifies conversion therapy by licensed professionals as unprofessional conduct subject to discipline by the practitioner's licensing board, with the Department of Health and Human Services granted concurrent enforcement authority

Prohibits state, municipal, and political subdivision funds from being used for conversion therapy, referrals to conversion therapy, health benefits coverage for conversion therapy, or contracts/grants with entities conducting or referring for conversion therapy

Effective immediately upon becoming law, with a severability clause ensuring remaining provisions survive if any portion is invalidated
