Prohibits North Carolina and its political subdivisions from banning, unreasonably limiting, or interfering with patient access to assisted reproductive technology, including IVF, gamete intrafallopian transfer, and zygote intrafallopian transfer

Protects health care providers' rights to perform, assist with, or provide evidence-based information about assisted reproductive technology

Declares that fertilized human eggs or embryos existing outside the uterus shall not be considered an unborn child, natural person, or human being under any state law

Appropriates $500,000 in recurring state funds for each year of the 2025-2027 fiscal biennium to increase Medicaid maternal support services (Baby Love Program), which will match $913,000 in recurring federal funds annually

Takes effect upon becoming law, except the Medicaid funding provision which takes effect July 1, 2025
