Allows owners of dogs designated as "potentially dangerous" to request the designation be set aside after 18 months from the original determination

Requires owners to submit an application with a professional dog assessment completed by a trainer accredited by the Certification Council for Professional Dog Trainers or another approved accrediting body

Mandates the animal control authority consider the assessment results, original behavior that led to designation, care since determination, and any behavioral changes due to age, environment, or training

Makes the authority's decision to set aside or deny the request final with no administrative or judicial appeal, and shields municipalities, counties, and their employees from liability for decisions made under this process
