Establishes a 30 calendar day review period once an application is deemed complete, during which DOT must either issue the permit or deny it with a signed written report citing applicable statutes

For incomplete applications, DOT must specify what information is needed; the 30-day review clock starts when the applicant provides the required information

Permit applications are automatically deemed approved if DOT fails to meet any of the required time periods
