Expands North Carolina's Opportunity Scholarship program to include home school students, who would receive up to 25% of the average State per pupil allocation (compared to up to 100% for private school students in lowest income tier)

Home school scholarship funds may be used for books, equipment, and other required items, but explicitly exclude tuition, fees, or transportation costs

Appropriates $220 million in FY 2025-2026 and $240 million in FY 2026-2027 as additional recurring funds to the Opportunity Scholarship Grant Fund Reserve

Increases long-term program funding significantly, raising the annual appropriation from $825 million to $1.1 billion starting in FY 2032-2033

Effective July 1, 2025, with applications for home school scholarships beginning with the 2026-2027 school year
