Commercial driver training schools offering courses for learner's permits must meet curriculum requirements in G.S. 115C-215(b), and schools providing such courses through public schools must meet all public school driver education program requirements

Department of Transportation cash reserve requirements changed from 7.5% of annual appropriations to a minimum of 45 days of total appropriations, with target cash balance changed from 15-20% to 75-120 days of appropriations from Highway Fund and Highway Trust Fund

Municipalities and counties may adopt ordinances authorizing electronic speed-measuring systems (automated traffic cameras) in school zones, with a $250 civil penalty for violations and no points assessed; systems must be approved by the NC Criminal Justice Education and Training Standards Commission and posted with warning signs within 1,000 feet

Motor vehicles with gross vehicle weight rating of 26,001 pounds or more prohibited from operating in the leftmost lane of controlled-access highways with six or more lanes, effective December 1, 2025

Class C regular drivers licenses will remain valid for driving purposes up to two years after expiration to address DMV backlogs, effective immediately through December 31, 2027
